Don’t despair too much. While it may be “open to the public”, having to own it will still deter many. ;)
Although I’m a little confused. You say open to public, but you have to own it. Most “private” affiliate programs means it’s to owners only.

Well previously you had to own the software and apply to be accepted which took me 6 months (because they said they were only accepting a couple of new affiliates a month. Now they are letting anyone who own the software promote it (which is currently about 150,000 people!!!)
